Whirling Paradox. SMART PEOPLE ONLY?

If a car with spoke wheels drives by, we ill see that when the spinning spokes get to the top of the wheel, they are moving so fast that they become blurred. At the same time, the spokes on the bottom half ot he wheel appear to be moving much slower, in fact they are so slow that you may be able to count them. If the spokes are connected to the same wheeel, how can this be? There may be a connection between this observation and the sound of a speeding car as it zooms by.
