It's been almost a year, and he still hasnt made me his girlfriend?

Ok so long story short i'm almost 17 my boyfriends 18 and weve been together for 9 months now. at the very beginning we actually were bf and gf but we broke up after a month over something stupid. we immediately got back together but never "officially". he hasnt made me his actual girlfriend since. were in love, we still talk/hangout as if were bf & gf. but were not. we've never had actual but we do have oral, pretty much everytime we hangout. he's definitely done some things like kissed another girl, talked to another girl behind my back (as more than friends), and flirts with a bunch of girls on fb. So do you think hes just keeping me around but im not his gf because he wants to be single to other girls or what?
