Which team that has 2 wins or less, has the worst chance of turning things around in the future?

I guess I would choose Browns at this point. Even though the Raiders rank worse than them in rushing, you have to ume that maybe McFadden can do something. However, the Raiders believe in paying certain QB's 16.9 million per year to throw in sporadic directions. It's all good.
