Would someone working for Statistic Canada have a dental plan?

I think My ex-wife of 8 years divorced, whom works full time for Statistic Canada may be scamming me for braces fees for my youngest child.I pay my half of $5000.00 and I thinks she is pocketing it since her plan is footing the bill, Am I wrong in beleiving this and can anyone tell me if the empoyee of S.C. have a dental plan and to what extent...I appreciate the help!
